Minecraft is giving me ''Unable to access jarfile'' error, how do i fix it?

idk what i did but i deleted.minecraft file from %appdata%, just to reinstall it, and then i went to minecraft.net and downloaded Minecraft again. When i clicked it gave me an error saying ''Unable to access jarfile C:Users\Toshiba\Downloads\Minecraft.exe'… If any of you guys could help me, i would be so greatful!
