Can I upgrade minecraft xbox 360 to xbox one if I deleted it on 360?

I heard some news that you could upgrade you xbox 360 minecraft so you could get it on xbox one for 5 dollars only problem is I accidentally deleted mine and my xbox 360 doesn't work and doesn't let me get on xbox live to go on my account can I still upgrade if I am on the same gamer tag where I bought my deleted minecraft?
