Any minecraft experts here?

So I'm helping a guy set up a PVE minecraft server. It's gonna be spigot (idk what that really means other than modded bukkit which i also dont know what that is). Anyway, how do you be a proper staff member (like OP). We have pretty much essential plugins we are planning to download. But can somebody just explain to me everything I'd need to know? And about hacking people and whatnot? I'm sorta unexperienced haha! Thank you:)
