I'm trying to download forge on my Dell laptop (with windows 8) but it won't work?

Ok so I am trying to download forge for minecraft mods but it won't let install client like in all the tutorials. I don't understand what to do. All it says is how would you like us to open this. It is a dell laptop with windows 8. Yes I have purchased minecraft. Please help.
