Trouble setting up a Minecraft Server on Mac?

I have set up a bukkit server before and it worked. I just moved and got a new router. I port forwarded (I'm pretty sure i did it right). I can connect, my brother who is on the wifi can connect but my friend who is away cannot join the server. When i got on canyouseeme.org and it said that service on the port (25565) could not be seen "reason: connection refused". I have done this before and I don't know what is wrong now. How do I fix this?
