My laptotp keeps lagging and being sluggish for no reason?!

It was all good a couple of days ago, I haven t installed new programs, I did a boot-scan for viruses with Avast, deleted some corrupted files, nothing too scary, but still its really weird that all of a sudden it started doing this…
One day I just booted my laptop and some random lag spikes keep d happening every 40 minutes or so, didn t think much of it but the overall speed of opening apps, internet pages was not fast as it was just a day ago!
Again I don t know what s the problem, I m just pissed.
I ve noticed that most of this weird stuff keep d happening when I was on Google Chrome(I don t use any other browser), reinstalled it, no difference, I ve checked for extensions and stuff like that, nothing.
I started to link everything to Chrome, but I think that that isn t it.
When I boot my laptop and in the first 30 seconds if I move my mouse and click anything it won t respond and it will most likely stutter, and this wan t a issue a day ago.
Please can someone help me, maybe you had a similar experience?

Decent-good specs, I don t use it for gaming all doe I play Minecraft, Counter Strike and GTA San Andreas rarely.
