Why is my internet so slow?

I recently moved from a larger house in a nice neighborhood. There, I had a pretty nice internet speed. Since I'm not the most tech-savvy person, I'll just say that my Garry's Mod ping was in the 30's range. Now here's the thing, I moved to a smaller house in a bit of a noisier neighborhood. I live right next to a McDonald's, and I recently moved my internet router (the exact same cables and items) to the new house. This is where the trouble starts. Browsing the internet is a bit slower now, not too slow, but I have to restart Google Chrome a few times due to my tabs all going white. I recently removed a virus on my computer, so that can't be it. My Garry's Mod ping is bouncing all over the place, sometimes reaching >900 ping, while going down to 30 ping, then back too >900. Minecraft is slow and laggy. Toribash lags on input of limbs. Et cetera, et cetera. Does anyone have any answers to this, because this is really bugging me that I can't watch anime, play games, or even browse the internet on occasion.

P.S. I'm not good with specs, so I might mess everything up if anyone needs those (they usually do), but, to give some reference, my internet was fine at the old house and nothing was changed about the router.
