Why wont optifine and forge open. (MINECRAFT)?

So i got the optifine installer for minecraft and i tried opening it but it run. All I saw was a flash of CMD! I made sure i sused Java and it still didnt work. Im using windows 8. Plus when i tried to run forge installer it did the same thing
