Looking for the best streaming device for my television?

Hey, I am looking to buy a streaming device for my room I'm fourteen and cannot find the device that fits my criteria so that's where I will need your help. I recently bought a television for my bedroom, although its not a smart TV. Here is what I'm looking for.

-Headphone Jack; I do have my siblings rooms around me so If i do want to watch television I don't have to disturb anyone. This is crucial. This means that I do not want to be sitting next to the device with a local headphone jack, no! I would like to be able to sit on my bed or sofa and watch TV.

-Ability to stream; TMN GO, (Canada's version of HBO GO) Netflix, and YouTube.

-Ability to game; I would just like to do some light games a few indie games, minecraft, light racing (typically mobile games) (MINE CRAFT specially)(I am willing to by Bluetooth game pad)

-Mirror display; I have a laptop running windows 8.1 and a Nexus 6p I would like to cast my videos and local files to the device

-Clean UI; I do not want an old or odd looking UI, I know this sounds petty but I do have a better experience with something more aesthetically pleasing.

-Ability to browse the web; I would like to be able to browse the web on this device, It must be a smooth experience lacking bugs. I don't want to do anything insane but I would like to check Tumblr and Instagram and maybe type out a document on google docs.

-It must connect by HDMI and be relatively small.

I am looking for it to be under $250. Thanks so much!
