An retarded child won't get away from me?

In my class, there is this retarded kid who is on the level of 3 to 5 year old kid. He acts like an idiot around me and hugs me, and he does that just to me. He is acting like a complete ****** and has an iq in 8-20 range. I keep telling him to stay away from me, but he won't. There is no sense in telling him what to do because he will forget it in 5 minutes. He is always like: Where are you, huh, my old friend. Do you play Minecraft? He does that every few minutes and my blood is boiling. He is annoying and I kept my level of tolerance high, but it is enough. Somebody is going to say: have patience he has an intellectual disability, he doesn't understand you. If you are going to say that, **** off. You don't know what does it feel to be next to that idiot tied with an invisible string with him, to be constantly annoyed by him, and his breath, don't get me started. Plus, he has a giant head (ironically for a non existent brain), and doesn't even know to walk right. Please help me get him off me.
