Can someone explain what I did wrong?

I'm trying to set up a minecraft server for my brother on his computer. I've got all the several files done, and I've got it portforwarded. For the server, I've the the main address as the Ip4 address and I can join it when I log on but his friends can't. If someone could help explain this, I'd be very greatful.
