How to make a server in Minecraft PE v14.1?

Me and my friends are trying to play minecraft PE on our own private server. I tried to be create my own server using pocketmine but had no success in doing so. Pocket mine is outdated; it's on 10.4, latest is 14.1. How do you make a server in the latest version of minecraft which is 14.1? I know port forwarding and stuff but I really don't know how to actually make the server.
Added (1). My phone is running Windows Mobile 10 and my friends' phone are running android and ios, we can play together when there is a wifi hotspot and we're at close proximity all connected at the same wifi but can't manage to do so when we're far away. My laptop is running Windows 10 x64. Hope this information can help
