Server Resource Pack Not Working?!

Well i have a Minecraft server called SchoolCraft and they have a resource pack that goes with it and most of it works but iron bars and other things are replaced with the pink and black "missing texture" block. I'm not sure if its MY problem or the SERVERS problem… Can ANYONE help me fix it? Or is it the servers problem? The Server IP is:

Added (1). i also deleted the Resource pack and got it back if you wanted to know and its the same thing every time. *sigh* so its not a "turn off and back on" thing
