Minecraft Mods not showingup?

I have downloaded Forge and when i did that every time i opened Minecraft it showed the mods button and three mods that were already there: Minecraft Forge, Forge Mod Loader, and Minecraft Coder Pack. These just showed up (I'm assuming they're there for a reason). I went to download the "Millenaire" mod and saved it to my Mods folder. Many Minecraft forums said that if i saved it right that when i oped up Minecraft it should be under Mods but its not.

It is a zipped file, I'm using version 8.1. I cant tell if the file i downloaded is.jar or.zip or what.
