HOW TO OPEN PORTS ON WINDOWS 8?

I need to open port 25565 on my Windows 8 laptop. I went through firewalls and put it on the accepted list in advanced settings, yet I try one of those port checking websites and it fails to go through. I need it open for minecraft servers but it can't find anything on the internet that matches my problem. Please Help!
