Any games where you can do what you want?

I m looking for a game where you can do whatever you want in it, there can be optional quests and stuff, but I d like it if you can jut go do whatever, games I ve played that have this kind of aspect include: Runescape, Harvest Moon, Animal Crossing, Skyrim, Minecraft. I like that you can explore these games in any way you want, and there is little to no consequence.
