I own Minecraft on PS3 and PS4, but where do I find the free PS Vita download?

I have owned the PS3 version for a few years now and when I got my PS4 during the holidays, I paid the $5 to upgrade my PS3 version to include a PS4 version. However, I now have a PS Vita and heard that the download would be free for users who already own the game. Where do I go or what do I do to obtain my free copy?

Note that my purchase are both digital copies from the PS Store directly off of the PlayStation's
