What is the best steam game $10 or down?

I got $10 to spend on Steam. I like strategy (Sid Meiers Civ) and adventure/action (Minecraft & World of Tanks). What games are great and maybe even multiplayer under $10, I am 12 yrs old. Also, is it worth waiting until 4th o July for game sales?
