I cant run.jar files but I have java installed?

Okay so I installed java (I think, i mean the bin and lib come up and stuff) and I cant run any.jar files. Not optifine for minecraft, I cant download plugins for minecraft or anything. It has the java picture and when I go to open with i can select Java (TM)Platform SE Binary. I have not done anything else but I cant seem to get jar files to run or work. I'm new to this so cut me some slack. Sorry and I hope you'll help me. I'm on windows 10 btw
