Any way of hosting a Minecraft pocket edition server without actually being in the game?

It's kind of hard to explain but is there any way of hosting a private Minecraft pocket edition server without anyone in the world? Including me, there will be 3 people invited. I want to create a server that all 3 people can join when ever they want… This means at some point the world won't have any players,is it possible for players to jump in and out of the game? The server would have to be open 24/7 and without a host, and again it's also private. The server is for pocket edition, but I have a computer if necessary. Please help.
