Minecraft resource pack downloading trouble?

So I am trying to download a resource pack for minecraft and the steps I need to do are simple enough but when I drag the pack file into the minecraft resource file it doesn't work. Apparently I need to zip folder but when I download the pack I don't get a zip folder just a bunch of different folders, I dragged them all into the resource folder and it did nothing. Please help me.
